On the morning of September 23 in Dien Bien, the signing ceremony of the cooperation agreement between the People’s Committee of Dien Bien Province and OSB Group Joint Stock Company took place, along with the handover ceremony of an AI-based solution for building an automated system that generates PET images from CT scans to support medical diagnosis.
Attending the ceremony were: Mr. Trần Quốc Cường, Member of the Party Central Committee and Secretary of the Dien Bien Provincial Party Committee; Mr. Lê Thành Đô, Chairman of the People’s Committee of Dien Bien Province; Assoc. Prof. Dr. Trần Ngọc Khiêm, Vice President of Hanoi University of Science and Technology; and Mr. Nguyễn Hồng Sơn, Chairman and CEO of OSB Group.

According to the signed memorandum of understanding, the People’s Committee of Dien Bien Province and OSB Group Joint Stock Company agreed on a cooperation framework focusing on four key areas: trade promotion and product branding for Dien Bien; establishment of an innovation center; deployment of digital connectivity in underserved areas to ensure universal access; and expanding collaboration to foster economic growth and comprehensive digital transformation. These initiatives are practical and aligned with both the province’s strengths and its development needs.

As part of the program, delegates witnessed the signing of a cooperation agreement between Hanoi University of Science and Technology and Dien Bien Provincial General Hospital on the transfer of an AI-based solution that generates PET images from CT scans.

Sharing about this method, Assoc. Prof. Dr. Trần Ngọc Khiêm, Vice President of Hanoi University of Science and Technology, emphasized that PET imaging enables early and accurate diagnosis, which is a decisive factor in treatment, especially for cancer. However, PET scans are very costly and require significant infrastructure investment.
In contrast, CT scans are more widely available and less expensive. By applying AI to transform CT images into high-quality synthetic (simulated) PET images, doctors can make more accurate diagnoses while reducing costs for patients—particularly in remote and disadvantaged areas such as Dien Bien Province.

The implementation of this solution in collaboration with the People’s Committee of Dien Bien Province reflects a breakthrough spirit in applying technology, fostering innovation, and advancing digital transformation in healthcare.
At the signing ceremony, Mr. Lê Thành Đô, Chairman of the People’s Committee of Dien Bien Province, emphasized that the cooperation agreement between the province, OSB Group Joint Stock Company, and Hanoi University of Science and Technology holds special significance. This is not merely a memorandum of understanding, but a concrete step demonstrating Dien Bien’s proactive and creative approach to public–private partnership, mobilizing both the intellect and resources of enterprises.

This event demonstrates the determination of the Party Committee, authorities, and people of Dien Bien Province to take the lead in adopting new technologies for socio-economic development and public healthcare. It is not only a scientific achievement but also a testament to the province’s breakthrough spirit in science, technology, innovation, and digital transformation.
Chairman of the People’s Committee of Dien Bien Province affirmed the province’s commitment to working alongside enterprises and scientists to build a transparent and favorable environment for investment and research, while ensuring that administrative procedures, mechanisms, and policies are resolved promptly and efficiently. The People’s Committee will direct relevant departments, agencies, and units to closely coordinate with partners, medical teams, and research institutions so that the technological solution can be effectively implemented in practice at the earliest.
